Ensure your pool and spa is legally compliant

With the summer months now behind us and less time spent swimming, it doesn’t mean pool and spa owners should become complacent about safety and compliance.

With the increase in pools and spas being bought and sold, residents are reminded that safety through compliance comes first around pools and spas and they need to be familiar with the rules and regulations in place to protect lives.

The City of Greater Geraldton’s Pool Compliance Officer, Vanessa Oliveri, said even if no young children live at a property where a pool or spa is located, owners must still ensure their pool or spa complies with regulations, to not do so is an offence.

“The regulations are in place to protect all children. All new and second-hand pools and spas – including portable, inflatable, and above and below ground – that contain water to a depth of 300mm or greater must have a safety barrier compliant to Australian Standard AS 1926.1- 1993, and a building permit from the City,” she said.

“While the City conducts inspections every four years it is the pool and spa owner’s responsibility to maintain the compliance of their safety barrier at all times. Having a compliant barrier around your pool and spa is an important factor to avoid losing a life to drowning.”

A Rules for Pools and Spas brochure can be downloaded from www.buildingcommission.wa.gov.au or pick up free copy from the City of Greater Geraldton Civic Centre at 63 Cathedral Avenue, Geraldton. A free Home Pool Safety ‘app’ provides a helpful checklist, but does not substitute for a pool inspection or professional compliance assessment.

Organised by community group Chapman River Friends, the public was invited to help clean up the local area.

The cleanup focused on Chapman River Estuary between Spalding Park and the river mouth.

The weather proved perfect with over 30 people from small children all the way up to the elderly along the river and using stand up paddle boards to clean up as much rubbish as possible.

The volunteers were even lucky enough to take in some of the amazing animals of the river.

“It was a perfect day and everyone had a lot of fun in this useful outdoor activity,” the group said on their Facebook page.

“Thanks to each and every volunteer for their valued help and thanks to the City who provided equipment for the cleanup - and plates of yummy fruits!”

Friends of the Chapman River urge anyone who is walking along the Chapman River to take a bag with you to remove rubbish along the way.

“The Chapman River Regional Park will be very grateful!”

Heritage Week big for Geraldton

Geraldton Library - Heritage Award 2014 - Susan & Trudi PHOTO CREDIT ABC Midwest and Wheatbelt

There’s a special buzz about kicking off Heritage Week in Geraldton this year.

With the City of Greater Geraldton the proud recipient of a State award from the WA Heritage Council for Outstanding Heritage Practices by a local government, it adds a special way to launch the week on Friday, April 11 with the City’s own Heritage Awards Presentation Night to recognise local nominations.

Last week City Manager Libraries and Heritage, Susan Smith, and Deputy Mayor, Cr Neil McIlwaine accepted the City’s award at a gala event in Perth.

Mrs Smith said winning the State award was a wonderful start for the City’s own Heritage Week awards.

“We are over the moon with the win. The Library has only been responsible for Heritage matters for two years, and in this time introduced the City of Greater Geraldton Heritage Awards,” she said.

“This year we have had nine entries in the two local awards and winners will be announced on Friday night.”

The two categories are Built Heritage and Individual or Organisational Achievement.

“It’s important to promote the value of our heritage whilst reflecting the diversity of interests, ages and culture in our community by celebrating our heritage achievements,” said Mrs Smith.

Heritage Week runs until Thursday, April 17 and in addition to the City’s Heritage Awards, events at the Geraldton Regional Library include:

  • Mystery Photos: How well do you know your City? Keep an eye out on the Library’s Facebook Page from Wednesday April 9 to Wednesday April 16. There will be a new “mystery” photo posted each day of a local heritage site. Images will also be available at the Geraldton and Mullewa Libraries.
  • Delivering the Past: Heritage Walk Trails in the City’s CBD will be the focus of a presentation by Jim Trevaskis on Wednesday April 16 from 10am to 11am at the Geraldton Regional Library. Learn about the fascinating history of key sites along the popular walk trails.

The official unveiling of the interpretative signage for Dr Foley’s Olive Tree will be held on Thursday April 17 from 10am at Honeysuckle Boulevard, Strathalbyn, following a morning tea at Bluff Point Lighthouse Keepers Cottage. This is a joint project between the City of Greater Geraldton and the Geraldton Historical Society, researched by Stan Gratte with assistance and graphic design provided by the Heritage Services team at the Library.

Information sheets are available from the Library website on www.library.cgg.wa.gov.au. These tell stories of interesting people and their significant contributions to the development of the Greater Geraldton region.

For further information visit the Library website or call the friendly staff on (08) 9956 6659.

UAV operator "not certified" according to ACUO, after triathlete injured by UAV in Geraldton

tri accident 1 tri pic 2

Australian Certified UAV Operators (ACUO) have today said local business New Era Film and Photography are not a holder of a CASA UAV Operator Certificate (UOC).

This comes after yesterday's incident where a triathlete was struck on the head by a UAV (unmanned aerial vehicle, or drone) according to witnesses and the triathlete herself, Raija Ogden.

Everything Geraldton has since spoke to the business owner Warren Abrams who is still adamant he does in fact hold the proper certification.

"My registration number is 819 640," he said.

"I obtained my UAV Operator Certificate in February 2013 and at the time CASA told me that I was the third person in Australia to obtain this."

Warren went onto say that he believes CASA have not updated their records.

Brad Mason from the ACUO, an independent not for profit organisation with members from around Australia who operate UAV's, said that the number Mr Abrams quoted is not a licence number for flying a UAV. "It sounds like an ARN, which doesn't mean anything," said Mr Mason. An ARN is a registration number that is used to simply correspond with CASA. "The number a licensed UAV operator should have is a combination of letters and numbers," said Mr Mason.

A statement by ACUO said research they conducted revealed that there was no records of New Era Film and Photography holding the certification.

"The alleged operator of the UAV was not the holder of a CASA UAV Operator Certificate (UOC)," the statement said.

"ACUO’s own research conducted today indicates the alleged operator has been active for some time, following several claims by the alleged operator in media interviews, including with the West Australian regional media in March 2013 to be a CASA certificate holder."

ACUO confirmed that the alleged operator of the UAV was not, nor has ever attempted to become, a member of the organisation. ACUO can also confirm that they have today acted to ensure CASA is aware of the alleged operator’s previous claims to be a certified operator as part of the matters arising from the weekend’s accident.

“What happened during the Endure Batavia Triathlon must be fully investigated,” says President of ACUO Joe Urli.

“The very act of flying a UAV low over the head of members of the public is a direct breach of Part 101 of the Australian Civil Aviation Regulations which clearly mandates a minimum separation of 30 meters.

“The circumstances by which the air vehicle came to be in close proximity with the triathlete and the subsequent events culminating in her being physically injured is not acceptable by any standards of professional airmanship.

“To the female triathlete ACUO says this: We are appalled by what happened to you at the weekend. We believe you are entitled to a full explanation as to how and why the accident happened. We are sorry that the apparent actions of an uncertified operator have caused you injury and pain. As a peak industry body we will do all we can to ensure that no person has to again endure the events as experienced by you.”

Raija Ogden received head injuries during Geraldton's Endure Batavia Triathlon yesterday and was taken to hospital where she received stitches.

Mr Abrams has made several claims that the UAV didn't hit Mrs Ogden and that it merely frightened her, causing her to fall to the ground and sustain the injuries. According to The Geraldton Guardian, Mr Abrams said footage taken by the drone showed the athlete Mrs Ogden look backwards toward the approaching drone, become frightened, and then fall over injuring herself.

The Geraldton Guardian also spoke to Mrs Ogden who said the propeller from the drone struck her on the front of her head and that the ambulance crew pulled a piece of propeller from her head.

Today Mr Abrams said he was unable to make comment on whether the athlete in question had actually been hit, and an enquiry is ongoing and that a statement would be released in the next couple of days.

Local artist draws on Mid West for inspiration

Peta Riley, Claudia Karvan and Helen Ansell wearing Mulla Mulla designs Acclaimed Australian actress Claudia Karvan has opened Geraldton artist Helen Ansell’s exhibition, Floribundus.

The actress opened the exhibition which is described as "an innovative exploration of textiles and paintings that celebrates Western Australian wildflowers", to a crowd of 500 people at the Courthouse Gallery in Port Hedland two weeks ago.

Helen’s vibrant decorative paintings have an unmistakable sense of composition and colour, with meticulous brushwork and a celebratory spirit which enlivens the canvas.

Helen’s choice of subject matter is an expression of the memories she has of living close to the land.

Helen has a deep sense of connection with the West Australian landscape and refers to the area where she lives outside of Geraldton as her backyard.

Whilst she has an affinity with the Midwest, Helen has also travelled extensively throughout the state which is the inspiration for her paintings and textiles, illustrating her interest in the broader Western Australian environment, particularly its fauna and flora.

"I’ve always had a close affinity with the outback - the desert," Helen said.

"When I find myself surrounded by red dust and miles of flat horizon I feel a sense of home.

Wildflowers are one of the hidden treasures found there; they transform the landscape into fields of colour beyond where most people can see them, beyond the fence line."

Helen’s interest in wildflowers has been catalysed by the time she spent as a child on her father’s station collecting native seeds and her experiences growing up in Ululla, a remote Aboriginal community outside of Wiluna.

In Ululla her life was entwined with a group of Martu Aboriginal women artists whose art work became a major influence, as did the extraordinary forms of the indigenous flora. Helen has worked across WA as an art teacher, most enduringly with Aboriginal artists in Port Hedland, Wiluna and Greenough Regional Prison.

Two years ago, Helen and fellow Geraldton artist, Peta Riley, started a company called Mulla Mulla Designs. The partnership emerged from the natural translation of Helen’s work into patterns for textiles and other products.

Launching a series of works inspired by this collaboration the exhibition shows the enormous potential of Helen and Peta’s creative partnership.

As well as featuring Mulla Mulla custom designed furniture and fabrics alongside Ansell’s exhibition, a range of exciting new products were also available for sale at the West End Markets to a crowd of around 5,000 people, including cushion covers, silk scarves, prints and tea-towels.

“We couldn’t have hoped for a better launch of our new West Australian designed products – seeing Claudia Karvan wear one of our scarves on the opening night of the exhibition was certainly a big endorsement! We are looking forward to launching our our brand in our hometown of Geraldton and having our products for sale there very soon.”

Parts of Utakarra and Karloo now connect to the central wastewater system.

A total of 171 residential lots in parts of Utakarra and Karloo are now connect to the central wastewater system as part of the Government's $1.8million infill sewerage project. The 130 residential lots in Utakkara able to connect to the central wastewater system are located within Abraham Street, Assen Street and Blencowe Road.  The 41 residential lots able to connect to the central wastewater system in Karloo are located within Solomon Circle, Eastwood Road and Abraham Street.

Construction on the project began last year and this is the first of three areas planned for the town.

Last year's Water Minister Terry Redam said there were plans for these projects to take in more than 800 lots in Rangeway and Spalding for stage 2 of the project.

Current Water Minster Mia Davies today welcomed the announcement of the completion and said it was a very good outcome for the area.

“This is a great social and environmental outcome for Utakarra and Karloo because it ends the reliance on septic tanks and leach drains for these residents,” Ms Davies said.

“Wastewater from the 171 lots at Utakarra and Karloo can now be carried directly through a system of buried pipes and pumps to central treatment plants for safe processing and disposal.

“I would like to acknowledge the co-operation of the local community during construction of this important project.”

The Minister said the State Government’s Infill Sewerage Program, which started in 1994, has so far enabled more than 92,000 households in Western Australia access to the central wastewater system, reducing leach drain run-off to the environment.
