Naming and Shaming people with fines outstanding

While some people may think it's a step too far, the Western Australian government has taken to publicly naming and shaming people and businesses that have unpaid fines. 

The highest 100 amounts are now publicly viewable at this website:  http://www.courts.dotag.wa.gov.au/_apps/outstandingfines/default.aspx?uid=1526-7905-9176-1042 

We had a quick glance and were pleasantly surprised to be unable to find any Geraldton residents on the list, though there was a resident from the Midwest town of Meekathara.

The amounts in the top 100 range from $19,882.60 to $250,316.00.

Is this a step too far, or a good idea to motivate people to pay their outstanding fines?
